Port Planning Under Deep Uncertainty

Presented by Dr. Rodrigo Mesa-Arango, which heads the Transportation Engineering branch for the Department of Mechanical and Civil Engineering at the Florida Institute of Technology, this presentation will overview the motivation, challenges, and framework of a maritime port planning model for the Latin American and the Caribbean (LAC) region. It explores issues for port planning and overviews the development of a maritime port planning framework to forecast port demand and costs supported by an underlying computable general equilibrium model for global trade, context-specific secondary data, and stakeholders'/experts' opinions. The scope of the project encompasses the Colombian Caribbean region, and selected scenarios of international trade, new technologies, and emerging maritime industry trends. The final model will be able to support national investment guidance for maritime ports located in the LAC region.

Jessica Josselyn, from Kittelson & Associates, Inc., discovered a passion for planning several years into her career as a Civil Engineer. Her expertise in engineering and planning gives her the ability to carry out planning processes with an in-depth understanding of future phases, such as operations or design. As a planning specialist, she has led regional transportation plans, created transit visions, developed performance measurement systems, facilitated prioritization processes, and established regional operations and congestion management policies. She has a keen ability to think through and solve complex technical issues without losing focus on the big picture and community values, which results in projects moving from planning to implementation.

Benazir Portal, from Kittelson & Associates, Inc., has participated in a variety of traffic operations, planning and safety engineering studies throughout the United States, with significant involvement in Florida while at Kittelson. Her experience includes traffic impact studies, development application reviews, parking studies, traffic operations analysis, Road Safety Audits, identification of safety and operational improvements, and signing and marking improvements, development of Transit Signal Priority plans. Benazir has further developed her traffic operations analysis skills using microsimulation through different projects, including the operations evaluation for highly urbanized locations like Downtown Miami and environmental assessment documentation for Washington DC’s streetcar line.

A lecture presented by Dr. Anusha S.P, Assistant Professor at the APJ Abdul Kalam Technological University in Kerala, India. Dr. Anusha will present about the application of automated sensor data for development of estimation models for various traffic variables in the homogeneous and heterogeneous (mixed) traffic conditions, with two case studies. The developed estimation schemes can be used as part of travel time information applications in real time Intelligent Transportation System (ITS) implementations. Dr. Anusha was the 2019 recipient of the Arthur M. Wellington Prize for the paper, “Cycle-by-Cycle Analysis of Signalized Intersections for Varying Traffic Conditions with Erroneous Detector Data.”
