Richard NormaN

Richard Norman attended Florida Atlantic University from 2005-2008, majoring in Criminology and Political Science. Richard was selected by the Diplomacy Program to represent Florida Atlantic at the National Model United Nations simulation in New York City in 2007.

Richard started his career in the federal government with the Transportation Security Administration (TSA) in 2009. He has provided aviation security capacity building assistance and training to over 1,000 aviation professionals in over forty countries in Africa, Asia, South America, and Europe. Numerous aviation agencies recognize Richard's contributions to international aviation. Just one example is the Republic of Korea’s Ministry of Land, Infrastructure, and Transport appreciation for his training staff and expert advice to open a new terminal at Incheon International Airport prior to South Korea hosting the Winter Olympics.

In 2021, the TSA selected Richard to serve at the International Civil Aviation Organization (ICAO) in Montreal Canada. ICAO is a specialized agency of the United Nations that establishes international standards and recommended practices for the 193 member States in all aspects of international civil aviation. As an Aviation Security officer to the ICAO Secretariat, Richard provides expertise in security screening, training, and technology. He has assisted in the Secretariat's work during official ICAO events and working groups. Most recently, he coordinated an international webinar on the “Insider-Threat” to international aviation. Richard convened a panel including the Aviation Security Manager for the Irish Aviation Authority, Chief Executive Officer of Jamaica’s Norman Manley International Airport, Director Aviation Security, Civil Aviation Authority of Zimbabwe, and the Chair of the University of Southern California Aviation Safety and Security Program.
