Khi V. Thai, Ph.D.
Director, Public Procurement Research Center
Dr. Khi V. Thai has taught since 1978. His expertise is in public budgeting, financial management and public procurement. As shown in detail below, he is (1) editor of 3 academic journals; (2) Editorial Board member of 8 other academic journals; (3) author or editor of 12 books; (4) author or co-author of 41 referred articles, and 12 non-refereed articles and technical reports; (5) author or co-author of 22 book chapters; (6) editor or co-editor of 17 academic journal symposia; and (6) principal investigator of numerous grants/contracts. In addition, he has served as director of the Bureau of Public Administration at the University of Maine, Director of the School of Public Administration at Florida Atlantic University, and founder and former Director of the Public Procurement Research Center at Florida Atlantic University. He organized a variety of training programs, particularly international training programs. Most recently, he has provided technical assistance to the South Florida Water Management District, the Government of Sierra Leone, Uganda, Bulgaria, Columbia, the Federal Government of Canada, United Nations, and Inter-American Development, in the area of procurement reforms, procurement integrity and international procurement.
In 2004, Professor Thai initiated the International Public Procurement Conference. The conference is intended to be a forum for practitioners and researchers from developed and developing countries (1) to share and to advance knowledge, innovation and best practices in public procurement; and particularly (2) to build a global network for practitioners and researchers. To achieve this goal, he created a website (www.IPPA.ORG) where all papers presented at previous conferences are posted.
In 2008, he received the "Distinguished Service Award" from the National Institute of Governmental Purchasing, Inc., a national professional association. This professional organization has created the "Khi V. Thai Researchers Awards" program that presents best researcher awards at its annual forum.
Daniel G. Bauer
Managing Director, Public Procurement Research Center
Daniel Bauer brings over fourteen years of Fortune 500 corporate experience, ten years of international venture and entrepreneurial experience, combined with over five years of rigorous academic and research experience as well as financing relationships to the benefit of others. Mr. Bauer is currently the Managing Director of the Public Procurement Research Center at Florida Atlantic University as well as Adjunct Professor - Florida Atlantic University, Boca Raton, Florida, USA.
Daniel Bauer joined Insight Research Corporation as Program Project Director in 2006. Mr. Bauer led initiatives covering areas within Information Communications Technology and Clean/Green Tech. Prior to Insight Research Corporation he was Director, Global Business Development for Quantum Wireless, Inc. and Quantum Energy Ventures (wholly-owned subsidiaries of the Quantum Group/Quantum Fund LLP) appointed to that position in 1998.
Throughout his 30-year career in the Global Information Communications and Technology Industry Daniel has received awards and been featured in Who’s Who in Industry and Finance, Who’s Who of Emerging Leaders in America, America’s Names and Faces, Who’s Who of Emerging Global Leaders, USA Today, The Wall Street Journal. He has held various executive positions within the operations, finance, and marketing disciplines at Fortune 500 companies such as Macmillan, CBS, and AT&T.
Daniel spent five years with Quantum Group outside of North America in France, China, Malaysia, Indonesia, Honduras, Eritrea, and Argentina. During that period, Quantum Wireless/Energy Ventures was successful in establishing joint ventures with various telecommunications carriers, equipment providers, public sector organizations as well as electric utilities in financing, building, owning, operating, and transferring ("BOT") wireless and alternative energy companies, better known as public-private partnerships. Furthermore, Mr. Bauer was responsible for Supplier Procurement Financing for the firm’s clients during this timeframe. Since 1996, Mr. Bauer had been part of a team that saw Quantum Group successfully manage and grow over a dozen new venture companies operating in the Green Utility and Information Communications Technology Industry sectors, creating and contributing to shareholder and stakeholder values approximating $200 million+. Most importantly, some ventures worked and some ventures failed. The lessons learned from the failures led to subsequent successful undertakings.
Prior to 1996, Daniel spent several years in various disciplines at AT&T. Daniel was part of the founding team responsible for the successful growth of the AT&T Sourcebook, a $300Million peripheral equipment and services fulfillment division. He raised, designed, developed, and executed US$3.2Billion Medium Term Note financing, as well as arranged financing for mergers and acquisitions, vendor financing, and became a known expert on valuations of wireless companies. He participated as part of the team charged with the IPO of AT&T Capital Corporation on the U.S. Nasdaq, rollout of the Universal Credit Card Services program, and management of the US$25 Billion Capital Structure of AT&T and its 24 global business units. Additionally, Mr. Bauer was part of a team dedicated to providing quantitative and financial analyses for expert witness testimony in front of various regulatory and public governmental utility commissions regarding cost of capital, rates of return, and competitive benchmarking, including EVA - Economic Value Added metrics.
Daniel holds a BBA degree in Corporate Finance, Marketing from The University of Toledo, USA. Mr. Bauer obtained an Executive MBA in International Business from the College of Business Administration at Florida Atlantic University. Currently, Mr. Bauer is a Doctoral Candidate within the School of Public Administration, College for Design and Social Inquiry at Florida Atlantic University specializing in Procurement, Program Evaluation, Organization and Management Programs, Public Financing, Behavioral Finance, Methods, and Energy, Climate and Information Communications Technology ("ICT") Policy. Mr. Bauer is also a strong advocate for Corporate Social Responsibility, Infrastructure Development, Business and Social Entrepreneurship, and Public Value-Private Equity.
Daniel was born in Halifax, Nova Scotia, adopted when young and raised in Toledo, Ohio. He is a Canadian and American citizen.
